There are a plethora of legislative proposals currently being considered in Congress regarding cybersecurity, and certainly more can be expected. These proposals range a broad spectrum of issues dealing with privacy and information sharing to cybercrime offenses and punishment. However, this document only deals with military cybersecurity-related provisions proposed in the House and Senate FY 2014 National Defense Authorization Act and the FY 2014 Defense Appropriations Act. We will update this document as Congress takes legislative action regarding these programs.

However, this document primarily deals with non-military cybersecurity research and development, National Institute of Standards and Technology (NIST) activities, federal cybersecurity workforce issues, and promotion of cybersecurity awareness and education efforts, among other things.
Weather Satellites: Critical Technology in an Uncertain Environment

Weather satellites are an essential component of U.S. weather monitoring and forecasting, generating billions of dollars in benefits for the nation every year. The next generation of weather satellites is currently being built, and both the polar-orbiting and geostationary programs are on track to meet their most recent estimated launch dates. However, a gap in some forecasting capabilities is very likely and it is critical that both programs receive full funding to ensure that any gaps are minimized.

This document provides an overview of unclassified space-based and related programs requested in the Department of Defense’s (DoD) FY 2013 Budget in comparison with the FY 2013 NDAA and the FY 2013 Defense Appropriations Act. The first section provides a comparison of funding levels for major satellites and launch service acquisitions, followed by a more detailed analysis of each program. The analysis then looks at space-related provisions in the NDAA.
