William V. Parker

William V. Parker is special advisor - international affairs for the Space Foundation. He is also principal of Global Engagement Solutions, LLC, an international management consulting firm, and an Adjunct Fellow for National Security Analysis at The Johns Hopkins University Applied Physics Lab. Parker completed a 31-year foreign service career at the rank of minister-counselor with the Department of State, where he served as foreign affairs advisor to General James E. Cartwright, USMC, former commander of the United States Strategic Command (USSTRATCOM). In addition, he served at the Department of State Bureau of Information Programs; the United States Embassy in New Delhi, India; the Department of State Information Bureau; the U.S. Mission to NATO; and the U.S. Information Agency Office of East Asian and Pacific Affairs. He earned a bachelor's degree in political science and international Affairs from Thiel College, in Greenville, Pa., and has trained at the National Security Space Institute (NSSI).
