Despite a very contentious year between Congress and the White House, President Barack Obama signed a spending bill in November that sets the 2012 budget for NASA, bringing to an end several years of operation under restrictive Continuing Resolutions that underfunded the agency.
According to Space Foundation Vice President - Washington Operations Brendan Curry, "This is good news; it will enable NASA to begin work on new programs."

The Space Foundation tracks all space-related legislation in Congress and frequently prepares synopses and analyses to provide our constituents with timely information. Chief in importance is the various appropriations bills that fund U.S. space programs.
The Space Foundation document is a thorough analysis and comparison of recent NASA legislation as well as the president's proposed FY 2012 NASA budget, the different iterations of the FY 2012 NASA appropriations bills that worked their way through the House and Senate, and the final compromise bill that the president signed into law.
